China is a place undergoing huge changes, it has become a society where old values and restraints are broken down and while (in theory) still communist, people revert to unchecked greed and exploitative practices, like any society in that stage of evolution.
Terrible things happen, just as terrible things happen (and still do) in Russia and the ex USSR republics, in earlier decades in the US and so on. People have a universal tendency to behave like this underneath a thin veneer of decency (go look at the Nazis). The difference is that through the electronic global media we have greater access to information about them.
And before we Brits feel too smug and superior, our record is not exactly without shame. We deliberately exposed servicemen to radiation from nuclear tests, we secretly gave others psychotropic drugs, in the 1950s, for 'research'. Ironically those who refered to themselves as 'the guinea pig club' knew exactly what was being done and why, they were burns victims from the RAF who underwent experimental plastic surgery.

This made me think of Edward Jenner who invented the smallpox vaccine.
(he called it vaccine from the Latin for cow i.e. vacca)
He had a theory that anyone that had contracted cowpox would be immune from smallpox.
To test this out he infected an 8 year old boy with cowpox. After the boy recovered from the cowpox, Jenner then infected him with smallpox.
Luckily his theory was right and the little boy didn't get smallpox.
Just to make sure Jenner tried again and again to make sure his theory was correct and even used his own baby son as a 'guinea pig'.
